Statutes of the Paul Ariste Centre
for Indigenous Finno-Ugric Peoples

I General provisions

   1. The Paul Ariste Centre for Indigenous Finno-Ugric Peoples (henceforth "the Centre") is an interdisciplinary unit attached to the Faculty of Philosophy of the University of Tartu. The Centre's objectives are to consolidate students studying at the University of Tartu and in other higher education institutions of Southern Estonia, members of the University who teach Finno-Ugrians or conduct research in Finno-Ugrian studies as well as in the field of other indigenous peoples, to collect resources for promoting matters mentioned in order to make more dynamic the research and teaching concerning kindred peoples at the University of Tartu and more effectively distribute information on it outside the University of Tartu.

   2. The activities of the Centre are guided by the laws of the Republic of Estonia, the Statutes of the University of Tartu, these Statutes and other legal acts.

   3. The Statutes of the Centre and the amendments to it are to be approved by the Council of the University of Tartu.

   4. The financial resources of the Centre are formed from government and non-governmental grants, subsidies and donations.

   5. All financial transactions on behalf of the Centre are made via the Department of Finances of the University of Tartu. A person appointed by the Rector inspects the financial transactions of the Centre. The person appointed must not belong to the Board of the Centre.

II The structure, administration and activities of the Centre

   6. In order to fulfil its objectives, the Centre
       6.1. provides training for Finno-Ugric and Samoyed students studying in Estonia for academic and specialist discourse and communication, introduces Estonian culture to the students as well as provides assistance to them in adapting to Estonian society;
       6.2. develops multidisciplinary and interdisciplinary scientific research on Finno-Ugric and Samoyed peoples as well as other indigenous peoples in all their aspects;
       6.3. promotes educating students and teaching staff in matters concerning Finno-Ugrian studies;
       6.4. promotes teaching and distributing information on the cultures and languages of Finno-Ugric and Samoyed peoples as well as those of other indigenous peoples;
       6.5. organises courses, series of lectures and seminars;
       6.6. publishes various printed matter;
       6.7. develops international co-operation with indigenous organisations world-wide;
       6.8. participates in organising regional and international conferences and congresses and organises other events.

   7. The activities of the Centre are managed by the Head of the Centre and the Council of the Centre.

   8. The Council of the Centre consists of seven members and is chaired by a representative appointed from the Dean's Office of the Faculty of Philosophy. The body of the Council is to be approved by the Rector. The members of the Council are:
       8.1. a representative of the Dean's Office of the Faculty of Philosophy;
       8.2. a representative of the Department of Estonian and Finno-Ugric Linguistics;
       8.3. a representative of the Service for Foreign Students;
       8.4. a representative of the Chair of Uralic Languages;
       8.5. a representative of Finno-Ugric students studying at the University of Tartu;
       8.6. a representative of Fenno-Ugria Foundation;
       8.7. the Head of the Centre.
On the request of a member of the Council and with the approval of the Chairman, other persons may be invited to the sessions of the Council.

   9. The Council of the Centre
       9.1. determines the main directions and forms of the activities of the Centre,
       9.2. co-ordinates the activities of the Centre taking account of the interests of different units concerned,
       9.3. applies for resources necessary for conducting the work of the Centre from government and other sources, approves the projects to be presented on behalf of the Centre.
       9.4. authorises representatives of the Centre to other (incl international) organisations.

   10. The Council of the Centre operates in accordance with the rules of procedure approved by the Council. The Council convenes at least 4 times a year on initiative of the Head of the Centre on dates scheduled by him taking account of the suggestions of other members of the Council. The Council has a quorum if at least 2/3 of the members are present at decision-making. A decision is approved if more than 50% of participants have voted in favour of the decision.

   11. The activities of the Centre are organised and managed by the Head of the Centre, elected by the Council of the Centre. The Head of the Centre must be a member of the faculty of the University of Tartu.

   12. The Head of the Centre is accountable to the Council of the Centre and the Dean of the Faculty of Philosophy.

   13. The Head of the Centre controls financial resources by proxy from the Rector in accordance with the Council of the Centre

   14. The budget of the Centre is to be approved by the Council of the Faculty of Philosophy.

   15. The Centre is founded, re-organised and dissolved by the Council of the University of Tartu.
